Chapter services recently announced that the CORE joint membership percentage for 2010 will be frozen at 30 percent. Click here for the announcement.
2009 CORE Planning Workbook The 2009 Chapter Operating Requirements (CORE) Planning workbook was created to help you gather and document CORE-related information for the CORE survey. It is recommended that chapters complete this workbook prior to completing the online CORE submission since it was written to mirror the online CORE survey, and to be used as your chapter’s guide. The actual submission consists of three parts:
o Part 1: Annual Update (providing your chapter’s demographic information)
o Part 2: CORE Survey (evaluating your chapter’s achievement of the 18 CORE elements)
o Part 3: Submit chapter membership roster and 2010 board roster using the Excel templates plus the 2009 operating plan
Chapters are encouraged to run through the workbook at an upcoming board meeting to ensure all questions have been answered. Provide the completed copy to your chapter’s designated CORE contact to complete the online survey, which will be emailed to the chapter’s designated contact in November. (If your chapter hasn’t already done so, send your designated CORE contact to Lisa-Marie Gardner at lgardner@astd.org.) It should take less than 20 minutes to enter your chapter submission with a completed workbook.
Chapters are encouraged to send in the 2010 board rosters as soon as it is confirmed so that the 2010 chapter leaders can start receiving important communications and resources from chapter services.
For more information about CORE and additional resources, visit www.astd.org/core.

Chapters Sign Affiliation Agreements at the ASTD Chapter Leaders Conference On October 30, 33 ASTD chapters signed their affiliation agreements and had photos taken with ASTD President and CEO, Tony Bingham. Each ASTD chapter should sign an affiliation agreement no later than January 31, 2010 (CORE deadline). To see which chapters have already signed visit www.astd.org/affiliationagreements.
Your input is needed for national ASTD to complete the new National Operating Requirements (NORE) scorecard, which is part of the chapter-national affiliation agreement. Look for the chapter leader survey to arrive in your inbox in early December. Results of the survey will be directly documented on the NORE scorecard. To view a sample NORE scorecard visit www.astd.org/NORE.

CORE Corner
4th and Goal for CORE
With the fourth quarter of 2009 here, it’s time to set yourself up to reach your goal of achieving 100 percent CORE (Chapter Operating Requirements). Remember your chapter coach is a great resource but is only as helpful as the information you provide. Below are some actionable suggestions to help you:
- Assess your report from last year and identify any gaps.
- Contact your chapter coach with any CORE-related questions.
- Send your chapter’s designated CORE contact information to your chapter coaches.
A new CORE workbook to assist you in completing the CORE survey (due January 31, 2010) will be available at the ASTD Chapter Leaders Conference and on the CORE webpage. Be sure to attend the CORE session at ALC on October 30 at 3 p.m.
The personalized CORE survey url will be emailed to the designated chapter CORE contact in early November.
Additional Staff Review of CORE Submissions Planned for 2010
ASTD chapter services will be adding a step in the staff’s CORE submission review process in 2010. Staff will be reviewing the chapter membership rosters submitted with the CORE report to calculate the joint membership percentage so that we can more closely track this important metric.
Tools for Chapter Success
New Tool for Chapter Collaboration!
Chapters benefit when they work together and learn from each other, which is why national ASTD created a new tool for chapter leaders—the Chapter Collaboration Portal, found at www.collaborate.astd.org. The portal will allow you to:
- Share best practices, including sample tools and documents
- Upload and download documents in different categories such as: technology, professional development, board resources, membership, communication, and national resources
- Search for board members of other chapters by leadership position, chapter, or name.
To login to the Chapter Collaboration Portal and use this dynamic tool, all board members must have a single sign-on profile setup and be coded as a “chapter leader” in ASTD’s database. If you do not yet have an astd.org profile, go to www.astd.org to register and create your profile, username, and password. Click here for a job aid on how to create a single sign-on profile on www.astd.org. If you are having problems accessing the site, please contact your chapter coach to ensure that you have been identified by your chapter as a current chapter leader.
Toolkits for Employee Learning Week are Now Online
Employee Learning Week is December 7-11, but now is the time to start planning what your chapter can do to highlight the value of learning during this time. There are some great resources online for you to use, including graphics for electronic and print use, toolkits for planning your event(s), proclamation toolkits, and examples of what other Champions of Learning did the past couple of years. Remember, when you participate in Employee Learning Week your chapter will receive official recognition from ASTD and will be featured as a Champion of Learning on the Employee Learning Week website. For more information and to access your toolkit, go to www.employeelearningweek.org. There will be an Employee Learning week webcast on October 13, and a session at ALC if you want even more information.

Workforce Investment Act (WIA) Reauthorization Update
One of ASTD’s public policy initiatives is to advocate for the reauthorization of the Workforce Investment Act (WIA), the landmark legislation originally passed in 1998 to streamline and coordinate workforce training programs at the federal level. While WIA reauthorization has been on the Congressional agenda several times in recent years, it has not passed. However, in this session of Congress, both committees in the House and the Senate are working on this legislation and have held public hearings in recent months. More information from the committees’ hearings may be found here: http://help.senate.gov/Hearings/2009_07_16/2009_07_16.html or http://edlabor.house.gov/hearings/labor/competitive-workforce/.
In addition to WIA reauthorization, ASTD is following specific training bills. Of the more than 300 pieces of legislation introduced in this session of Congress that include training, ASTD is tracking specific legislation of interest to members and the workforce development community. Check the legislative tracking chart on the public policy page of ASTD’s website for up-to-date information.

Checking in: Chapter Joint Membership Challenge
How are you doing on the Joint Membership Challenge? ASTD is challenging ALL chapters to increase the number of joint members! Encourage ASTD national members to join chapters and chapter members to join national ASTD. Build a partnership between national ASTD and local chapters to inform members of the benefits of the “Power of 2.” Chapters that have been working on a plan to increase joint membership and have already invested resources this year will be recognized and rewarded.
Each chapter will receive an email message informing them of their individual goals for the challenge. For more information on the challenge, and to see the list of prizes, please click here. If you have any questions about this membership challenge please contact your chapter coach.
New Membership Resource – Value of National ASTD Membership
A new marketing resource has been created for chapters to promote the value of national ASTD membership to chapter members. The flyer outlines the benefits of the “Power of 2” and benefits national ASTD provides to its members; please Click here to view. Chapters are encouraged to distribute this piece at upcoming chapter events and post to your chapter's website to increase joint membership. This is also a great way to reach your chapter's goals in the Chapter Joint Membership Challenge. To find additional membership resources available to your chapter, please visit the “Power of 2” website or contact your chapter coach.
