Chapter-National Affiliation Agreements
As chapters have long operated under the Chapter Operating Requirements (CORE) for continued affiliation, chapter leaders expressed the importance of establishing reciprocal National Operating Requirements (NORE), which were formalized in September 2009. It is common practice for organizations similar to ASTD to have a reciprocal agreement in place. An affiliation agreement is a standard legal document to clarify reciprocal roles and responsibilities between partners.

HISTORY OF CORE AND NORE
As chapters have long operated under the CORE requirements for continued affiliation, chapter leaders expressed the importance of having reciprocal national operating requirements. In 2007, a team of chapter leaders and national advisors proposed to national ASTD six elements that are now known as National Operating Requirements (NORE).
WHY NOW?
Establishing reciprocal responsibilities will help make national ASTD and the chapters stronger to thrive in the economic times we're all facing. In order for chapters to thrive, we both must meet and exceed the standards we've set for ourselves, hold each other accountable, and help each other in the process. National, chapters, and chapter members will benefit.
NORE ELEMENTS
NORE defines national ASTD's responsibility to local chapters across six different areas: 1) Collaboration, 2) Communication, 3) Customer Service, 4) Feedback, 5) Membership, and 6) Operational Support. Chapter leaders will evaluate the six (6) NORE categories through the annual Chapter Leader Survey.
