Test Design and Delivery Certificate Program

This two-day program provides a comprehensive understanding of how to design and deliver tests that will meet organizational needs and follow professional standards.

The Test Design and Delivery Certificate Program is designed for workplace learning and performance professionals who want to learn a systematic approach for developing tests.

Course Description
Module 1:  Planning the Test

  • Establishing reliability and validity from the beginning
  • Identifying content areas to be tested
  • Determining number of test items
  • Identifying benefits and challenges of delivery methods
  • Determining the item format.

Module 2:  Creating the Test Items

  • Writing test items
  • Avoiding bias and stereotyping
  • Increasing the cognitive level
  • Providing rationales for items and justifying the answer key
  • Linking item content to test content outline.

Module 3:  Creating the Test Form

  • Developing test directions
  • Developing test administration directions including American's with Disabilities Act and English as a Second Language issues
  • Allocating sufficient time for the test
  • Assembling the test form.

Module 4:  Delivering the Test

  • Ensuring test security
  • Establishing test-retest policies
  • Controlling item exposure
  • Limiting opportunities for cheating
  • Maintaining integrity and ethics.

Module 5:  Evaluating the Test

  • Using item level data to improve item quality
  • Using test level data to improve test quality
  • Establishing reliability and validity of the test
  • Setting passing standards
  • Reporting the test results
  • Addressing legal considerations
  • Documenting the test development and design process.

This is a certificate program and the ASTD Test Design and Delivery Certificate is awarded to participants upon successful completion of the 2-day program.

Learning Objectives
By the end of the course, participants are able to:

  • Develop a test content outline and understand its value to the testing process
  • Identify the hallmarks of a good test question, and apply them to developing and evaluating test questions
  • Develop test forms including writing directions for examinees, page layout, and item sequencing
  • Use item analysis to identify and correct problem items
  • Use professionally accepted methods for setting a passing score for a test
  • Determine the appropriate mode of delivery, what score reports are needed, and who should have access to score reports.
