Question 2: Are there any recruiting firms that specifically recruit for the training and development/HRD field? I am most interested in the Washington DC metro area, but national resources would be beneficial to know of also.

Answer: ASTD does not retain a list of recruiting firms (it does have its Job Bank). However, there are recruitment web sites that specialize or list training/HRD positions. A sampling of web sites that you can review includes:
