Deadra Welcome, currently works in the Office of Learning and Workforce Development, in the Office of the Chief Human Capital Officer at the Department of Energy. She has over 21 years of Federal experience, 17 of which has been spent as a learning strategist, business partner, program manager, and professional specialist. Deadra is a Certified Professional in Learning and Performance (CPLP) and Certified Performance Consultant.
To demonstrate her ability to implement and execute innovative approaches to achieve business results, Deadra utilizes her skills in instructional design, performance consulting, and leadership development in her current position as a Senior Learning and Development (L&D) Strategist. She has developed resources to assist employees and managers continuously develop and achieve organizational results such as the DOE Blended Learning Approach, Is Management For Me?, DOE Mentoring Basics, Tools for Mentor Growth, Tools for Mentee Growth,and HR Strategic Business Partners Course. In addition, Deadra successfully led a workgroup to develop a framework for DOE succession planning, revitalized the DOE Mentoring Program, developed various leadership development programs, and designed and implemented the DOE Onboarding Program, and is currently leading the Training Evaluation Project. Frequently, Deadra uses her expertise to mentor and coach other L&D professionals.
Deadra earned an undergraduate degree from Howard University and holds numerous certificates in Instructional Design/Development, Master Trainer, eLearning Specialist, and Performance Consulting, and Blended Learning. She values continuous improvement which drives her passion for being a creative and highly motivated L&D professional.
In 2011, Deadra wrote the Using Passion to Become a True Business Partner for the July 2011 edition of the American Society for Training and Development’s (ASTD) T+D Magazine. In March, 2012, she successfully completed the President’s Management Council Interagency Rotational Program as an inaugural participant. Most recently, Deadra was a guest presenter at the Bowie State University, EVOLVE HRD Spring 2013 Symposium and ISPI-Potomac Chapter March Dinner Program.
